Can a broker help me choose a health insurance plan from the exchange?

Yes! Healthcare.gov and the various state-run exchanges provide special training and certification to brokers who want to work with them. Provided a broker has earned this certification, consumers are welcome to seek them out and ask for their assistance in purchasing a policy from the exchange. In fact, many experts recommend seeking out this kind of help when enrolling in a new plan. Health insurance is a complicated subject, and many people have questions about the policies they are looking at or the enrollment process as a whole, and having an expert there to guide you through everything can be immensely helpful.

In addition to brokers, you can also receive assistance from marketplace employees called navigators. The key differences between navigators and brokers is in how they are paid and whether they are allowed to recommend specific plans to you. Marketplace-certified brokers are paid on commission and can recommend one plan over another if they think it suits your situation better. Navigators are not paid on commission and are there only to offer guidance and clarification, not to make recommendations.
