About proposed standards
The foundation only had six weeks to develop some of the guidelines but had others in the works for a number of years. The agency laid out technical specifications and conducted feasibility testing for the 10 measures.
Foundation Medical Director Dale Bratzler said clinical practices and the science behind them change over time and the new rules reflect that. Even though the rules likely will mean more of a burden on some health care providers, Bratzler said federal law required them, and the foundation was conscious of potential costs.

Jerry Baumeister, vice president of clinical and support services for Mercy Health Center, said that the hospital valued the need for uniform standards to get better patient care.
He said, "Although standards over and over again need more work for hospitals, they more often than not provide benefits in the long run for both consumers and providers.
